Gold Blaster is found in the area with several Golden Bills flying around once Shadow Queen is defeated. It can be found by engaging with the slow-moving Golden Bill near the end of the hallway that wasn't there before.

(Manifest Illusions can help mitigate this somewhat. Due to its high defense, Jump and Geno Whirl are the best ways to deal damage to Gold Blaster. Make sure whoever is taking out the Golden Bills doesn't go first, as Chaos Bill will cripple its target's damage.
